How does an ordinance regulate parking spaces?

■駐車場付置義務条例(chushajo-fuchigimu-jorei) ☞ The local government ordinance which requires minimumparking spaces in a building primarily applies to condominiums and rental apartments.
■分譲マンション(bunjo-manshon) ☞ condominium
■賃貸マンション(chintai-manshon) ☞ rental apartment
■違法駐車(iho-chusha) ☞ illegal parking
■平面駐車場(heimen-chusha-jo) ☞ parking lots on the sight
■機械駐車場(kikai-chusha-jo) ☞ machine parking
*To deal with this ordinance, owners of property can provide parking lots on the sight, or because Japan has limited space, sometimes machine parking is used.

◇乾湿球温度計(kanshitsukyu-ondokei) ☞ psychrometer
◇緩衝器(kansho-ki) ☞ shock absorber
◇間接照明(kansetsu-shomei) ☞ indirect illumination

How do local government ordinances differ from central government laws regarding real estate in Japan?

■条例(jo-rei) ☞ ordinances
■地方公共団体(chiho-kokyo-dantai) ☞ local government
■政府(seifu) ☞ central government
■要綱(yo-ko) ☞ guidelines
*Ordinances actually have almost the same effect as laws. Guidelines, which also made by local governments and usually confused with ordinances, have weaker effect than ordinances.

What is the procedure for constructing a building in Japan?

■建築確認(kenchiku-kakunin) ☞ building permission
■指定確認検査機関(shitei-kakunin-kensa-kikan) ☞ designated confirmation and inspection body
■地方公共団体(chiho-kokyo-dantai) ☞ local government
■検査済証(kensa-sumisho) ☞ building inspection certificate
*Before any construction begins, building permission must be received from relevant local government or a designated confirmation and inspection body.
*Upon completion, building in compliance with the law receive a building inspection certificate.

◇仮設建築物(kasetsu-kenchikubutsu) ☞ temporary building
◇仮設工事(kasetsu-koji) ☞ temporary work
◇仮設費(kasetsu-hi) ☞ temporary works expenses
◇片流れ屋根(katanagare-yane) ☞ shed-roof
◇片開き戸(single swing) ☞ single swing
◇片廊下型集合住宅(kata-roka-gata-shugo-jutaku) ☞ multiple dwelling house of gallery type

What is the purpose and mission of the building standards law?

■建築基準法(kenchiku-kijun-ho) ☞ building standards law
■国土交通省(kokudo-kotsu-sho) ☞ MLIT 
(Ministry of Land、Infrastructure and Transport)
*The building standards law was created by the MLIT to provide basic rules for constructing a building stipulates minimum engineering safety requirements with regards to fire, earthquake and other natural disasters.
■都市計画法(toshi-keikaku-ho) ☞ city planning law
■用途地域(yoto-chiiki) ☞ zoning district
*It also stipulates the type of buildings we can build according to each zoning district under the city planning law.
■違法建築物(iho-kenchikubutsu) ☞ illegal building
■既存不適格建築物(kizon-futekikaku-kenchikubutsu) ☞ legal nonconforming building
*A building not constructed to these requirements is regarded as an illegal building. A building which no longer meets current construction standards is a legal nonconforming building.
